I'm wading through a massive document dubbed "Kelowna & Area Mountain Bike Strategy"  Its a freekishly large tomb of information (all 235 PDF pages / 46 megabytes - of it) but covers nearly all of the social / legal bases that one can imagine any community facing in the process of authorizing existing trails, building / signing / maintaining future and current singletrack.

Bitchin' big, but worth at least a skim through.  Knowledge is power!
